A Guide to UK Building Regulation

Before the start of any do-it-yourself project which consists of major renovations or building, you need to determine whether or not Building Control approval is required. Keep in mind that this is not the same as planning permission and any work will change to terms of your home insurance policy.


Any repair or alteration to the home which may affect access, energy conservation, safety, or health requires the approval of Building Control and to conform with Building Regulations.

It is also advisable to inform the neighbors about your plans and to make sure that they are aware that you will not be disturbing their property in any way. Ensure also that you are not breaking bye-laws and there are nothing that would prohibit alterations.

The work which requires the approval of Building Control includes:

  • Extensions
  • Installation of cavity insulation
  • Altering or installing fixtures or services that are covered by Building Regulations
  • Work on the foundation
  • Any alterations that might affect compliance

Fourteen sections are included in the Building Regulations: Structure, Fire Safety, Site Preparation and Resistance to Moisture, Toxic Substances, Resistance to the Passage of Sound, Ventilation, Hygiene, Drainage and Waste Disposal, Combustion Appliances and Fuel Storage Systems, Protection from Falling, Collision, and Impact, Conservation of Fuel and Power, Access and Use of Buildings, Glazing, and Electrical Safety.
There are also several projects which do not require the approval of Building Control although planning permission may still be needed. These include:

  • Domestic garages under 30 square meters
  • Conservatories or Greenhouses under 30 square meters
  • Outbuildings under 30 square meters
  • Porches
  • Private Use Parking
  • Carports under 30 square meters
  • Swimming Pools
  • Agricultural Buildings
  • Temporary Buildings
  • Fences and Walks

The Process of Application

Two ways exist to gain the approval of the Building Control: you are able to apply to a private building services company or a Local Area Building Control. If you choose to obtain information from the Local Area Building Control, there are two applications forms, each of which are valid for 3 years:

A Building Notice

This method is faster for projects which are smaller. You are only required to pay one time when the application and the location plan are submitted. All that is needed is to begin work on the correct date with the completion of the project being confirmed by an inspector.

A Full Plans Application

This has a processing time of approximately 5 weeks and is required for complex or large alterations. Payment is required when the plans are reviewed and also for the inspection.
